Early Learning Coalition of the Big Bend

ELC is looking for an experienced Chief Compliance Officer to join its Executive
Leadership Team. Candidates should embody ELC’s core values: positive attitude,
accountability, respect, and teamwork. This position is responsible for providing vision,
direction, and management for all aspects of the Coalition’s regulatory compliance
including internal auditing, risk management, performance measurement evaluations, data
collection and reporting, and associated training programs. This position will report to the
Chief Executive Officer.

Qualified candidates should have strong and excellent leadership abilities, people and
process management, communication (verbal and written), organizational management
skills; succeed in handling multiple tasks and demands concurrently, with the ability to
plan, prioritize and complete work in an effective and timely manner; have the ability to
follow through on commitments and meet critical deadlines.

Successful candidates will develop purposeful data collection practices to ensure critical
information is available for decision making; develops and periodically reviews and
updates standards of conduct to ensure continuing currency and relevance in providing
guidance to management and employees.

Requirements:

- Oversee and manage all aspects of regulatory compliance including internal auditing, risk
management, performance measurement, evaluation of policy and procedures, data collection
and reporting and training programs for process
- Establish and maintain internal audit plans for all Coalition processes
- Develop and implement meaningful performance measurement tools
- Develop and direct Coalition processes for writing policies and procedures and obtaining Board
approval as needed
- Create, update, and implement internal controls, policies, and procedures to assure
compliance with applicable laws and regulations/guidelines to prevent illegal, unethical, or
improper conduct and ensure that the organization policies and procedures are being followed
- Analyze all ELC functions to ensure adherence with Federal and State regulations governing
the operation of the Coalition
- Review operational practices, create, and enforce compliance plans, and perform regulatory
risk management for the Coalition
- Serve as the administrator over the Coalition’s state approved plan
- Serve as the administrator over the Coalition’s state fraud plan
- Oversee the management of all contracts with funders, vendors and contractors of services or
funds rendered to or for the Coalition including meeting all deliverables agreed upon

Requirements:

- Bachelor’s degree in business administration, finance, or related field (Master’s degree
preferred)
- Five (5) years of experience leading compliance and/or auditing in a private or nonprofit environment
- Five (5) years of experience supervising a team of employees, including
hiring/termination, discipline, performance management, training, etc.
- Five (5) years of project management and the ability to manage multiple priorities
while maintaining professionalism and positive outlook
- Intermediate to expert computer skills with emphasis on Microsoft suite 

Salary:

$75,000 – $85,000 (intended hiring rage based on experience)
